Hua Hin Launches Campaign to Register and Assist Homeless

On September 19, 2015, Mayor Nopporn Wuttikul of Hua Hin Municipality led a campaign to organize and register homeless individuals and beggars. Deputy Mayor Pailin Kongphan, municipal officials, council members, the Deputy Permanent Secretary, the Chief of Staff of the Permanent Secretary, the Acting Director of the Social Protection Division, and security personnel joined the initiative, alongside child welfare staff, agencies from the Ministry of Social Development and Human Security, and network partners including Hua Hin District authorities and local police.

The event focused on raising awareness of the 2016 Anti-Begging Act, the 2014 Homeless Protection Act, and the 2013 Child Protection Act. Teams inspected the Hua Hin Night Market and surrounding streets following complaints from residents and tourists. Individuals displaying behaviors consistent with mental health issues, homelessness, or vagrancy were identified. Authorities conducted background checks, preliminary assessments, informed them of their rights, and provided psychological support and immediate assistance.

Residents who encounter homeless people, beggars, or vagrants in public spaces are encouraged to contact municipal security officers or the Ministry of Social Development and Human Security (MSDHS) Assistance Center at 1300.
